Contact List Question

I hook up R27 with VP48G, and I found out R27 contact list shows local and cloud.
does cloud mean it will list all the user who use the app?
I have another show demo machine did not have local and cloud list separately, but it can call phone user.
both units are same firmware, why this is different?
