the brand new C313 firmware (release version 113.30.4.33, Nov 6, 2019) has a lower number than the old one (113.31.4.190).
Is this correct?

Yes, the 113.30.4.33 is the latest firmware version.
The 113.30.x.x is a new firmware series.
